[Video zum Wochenende] Kuala Lumpur in Bewegung

Kuala Lumpur. Die Haupstadt Malaysias ist nicht nur politisches, sondern auch kulturelles und wirtschaftliches Zentrum des Landes. Auf 243 Quadratkilometern leben etwa 1,6 Millionen Menschen, im gesamten Agglomerationsraum Klang Valley 7,2 Millionen. Die Einwohnerdichte im Stadtgebiet beträgt etwa 6569 Einwohner / km2. In Kuala Lumpur sind etwa drei Millionen Pkw zugelassen (1,89 Kfz/Einwohner).

Wie in vielen anderen asiatischen Großstädten ist Stau und eine massive Überlastung des Straßennetzes ein großes Problem. Zwar existieren mehrere öffentliche Verkehrssysteme, diese sind aber entweder kaum ineinander integriert oder erschließen nur einen Bruchteil der Stadtfläche. Das Busnetz kann die Anforderungen einer modernen Millionenstadt ebenfalls nicht erfüllen. Stau ist an der Tagesordnung. Dabei sind die Probleme zum großen Teil hausgemacht.

Im Jahr 2008 fuhren 1,462 Millionen Fahrzeuge am Tag in den unmittelbaren Innenstadtbereich. 2,381 Millionen Fahrzeuge fuhren von außerhalb in das Stadtgebiet. Zur morgendlichen Hauptverkehrszeit waren 70 Prozent der Fahrzeuge mit nur einer Person besetzt, in den Spitzenstunden am Abend lag der Wert bei 65 Prozent.

Um das Verkehrsproblem, dessen Grundlage in den sechziger Jahren durch den massiven Ausbau des Straßennetzes und der Schaffung einer autogerechten Stadt gelegt wurde, Herr zu werden, führte man in den achtziger Jahren ein Minibus-Angebot nach dem Vorbild Hong Kongs ein. Dieses lief allerdings vollkommen aus dem Ruder. Heutzutage verursachen Taxis und Minibusse einen Großteil des Staus in der Stadt.

Ebenfalls gescheitert ist der staatlich verordnete Zusammenschluss mehrerer Busunternehmen in den neunziger Jahren. Duch entsprechende Anordnungen wurden acht Unternehmen zu zwei größeren Einheiten verschmolzen. Auch dieser Plan scheiterte. Heute befördern 14 Busunternehmen auf Kuala Lumpurs Straßen Fahrgäste.

Derzeit versucht die Stadtregierung mit dem Aufbau eines leistungsfähigen Schienenpersonennahverkehrs den chaotischen Zuständen Herr zu werden. Es ist aber jetzt schon absehbar, dass durch mangelhafte Planung (keine Verzahnung der Angebote) und einem hochdefizitären Betrieb das Problem nicht gelöst werden wird.

In Kuala Lumpur kann man sehr gut lernen, dass ein urbanes Gesamtverkehrssystem und dessen Bau / Betrieb ein hochdynamischer Prozess ist, der relativ schnelle und auch innovative Strategien benötigt. Durch einen neuen Masterplan soll nun versucht werden, den Anteil des öffentlichen Verkehrs auf 25 Prozent zu erhöhen. Im Jahr 2009 waren 84 Prozent des Verkehrs privater Art und nur 16 Prozent öffentlich.

Verkehrstechnisch ist Kuala Lumpur mit einer Schnellbahn (KLIA Ekspres) direkt an den internationalen Flughafen Kuala Lumpur in Sepang angebunden. Die 57 Kilometer lange Fahrt dauert exakt 28 Minuten. Die Züge verkehren im 15- bzw. 20-Minuten-Takt. Acht Züge verkehren als direkte Expresszüge ohne Zwischenhalt,vier Commuter-Rail-Service-Züge halten an den drei Zwischenhalten Bandar Tasik Selatan, Putrajaya und Salak Tinggi.

Neben der Flughafenverbindung existieren noch zwei herkömmliche Stadtbahnsysteme und eine aufgeständerte Einschienenbahn. Hinzu kommen noch diverse Lokalzüge. Äußerst problematisch ist die fehlende Integration. Da die Systeme meistens von unterschiedlichen Unternehmen betrieben werden, existiert kein einheitliches Tarifsystem noch werden Fahrscheine gegenseitig anerkannt. In jüngster Vergangenheit wurden jedoch Verträge für die Akzeptanz von Touch ‘n Go-Smartcards, die eigentlich zum Bezahlen der Autobahnmaut gedacht sind, unterzeichnet. Diese gelten nun bei der LRT, Monorail, RAPID KL BUS und KTM Commuter. 

Zum Umsteigen müssen jedoch oftmals mehrere hundert Meter zwischen zwei Stationen unterschiedlicher Betreiber zurückgelegt werden. Bis zu einer vollständigen Integration der einzelnen Systeme dürften wohl noch einige Jahrzehnte vergehen.

Ausbau der Stadtbahn (LRT)

In den vergangenen Jahren wurde die Kelana Jaya Line von Kelana Jaya nach Putra Heights und die Ampang Line von Sri Petaling nach Putra Heights via Puchong verlängert. Der Plan sieht auch den Bau einer neuen Stadtbahn-Linie zwischen Kota Damansara nordwestlich von Kuala Lumpur und Cheras vor, das im Südosten von Kuala Lumpur liegt.

Im Juni 2010 hat Premierminister Dato ‘Seri Najib Tun Razak den Bau von drei Mass Rapid Transit Linien bekannt gegeben. Geplant sind Strecken von Sungai Buloh nach Cheras, von Sungai Buloh nach Serdang und eine Ringlinie um die Stadt herum. Die Strecken sollen zwischen 180 und 200 Kilometer lang sein und zwei Millionen Fahrgäste am Tag befördern können. Der Bau soll etwa 36 Milliarden Malaysische Ringgit, umgerechnet 9,1 Milliarden Euro, kosten.

Kuala Lumpur Monorail

Die Kuala Lumpur Monorail (bekannter als KL Monorail) ist eine aufgeständerte Einschienenbahn und wurde 2003 eröffnet. Sie bedient auf einer 8,6 km langen, zweispurigen Strecke elf Haltestellen in der Innenstadt. Die Strecke verläuft hufeisenförmig vom Hauptbahnhof Kuala Lumpur Sentral über süd- und nordöstliche Teile der Innenstadt zum Endbahnhof Titiwangsa. Neben den beiden Endhaltestellen kann an zwei weiteren Bahnhöfen in die Stadtbahnen Ampang Line (Star LRT) und Kelana Jaya Line(Putra LRT) umgestiegen werden. Der Bau hat umgerechnet 290 Millionen Euro gekostet.

Im Jahr 2007 ging die Monorail in das Eigentum des Staates über. Der bsiherige Eigentümer, die KL Infrastructure Group, musste wegen hoher Verluste aufgrund der hohen Kapitalkosten Insolvenz anmelden. Ein Ausbau der Monorail war angedacht, wurde dann aber verworfen. Derzeit werden die Haltestelle für Züge aus vier Wagen verlängert. Zur Zeit ist ein aus zwei Wagen bestehender Zug für maximal 158 Fahrgäste zugelassen.

Je komplexer ein Verkehrsnetz ist, desto anfälliger ist es auch bei Störungen. Die Londoner überirdischen und unterirdischen Strecken befinden sich oft am Rande ihrer Belastbarkeit. Zudem fehlen bei geschlossenen Systemen wie U-Bahn-Netzes Ausweichrouten und Alternativstrecken. Daher führen bereits eigentlich kleine technische Probleme wie Signalstörungen zu großen Störungen und stundenlang anhaltende Verspätungen.

In den letzten Tagen kam es immer wieder zu Signalstörungen auf Londoner Underground- und Overground-Strecken. Dies führte zu einigen Unannehmlichkeiten, größere Störungen oder gar der gefürchtete und oft von den Medien herbeigeschriebene Zusammenbruch des gesamten Systems bleiben bislang aus.

In den ersten Tagen der Olympischen Spiele 2012 in London gab es keine größeren Zwischenfälle. Dies hat sich gestern geändert. Am Morgen des 31.07.2012 gab es in der U-Bahnstation Leyton einen Feueralarm. Daraufhin wurden alle Züge der Central line zwischen Leytonstone und Liverpool Street gestoppt. Damit war auch der Olympiapark nicht mehr mit der Central line erreichbar. 

Leider blieb unklar, ob der Feueralarm in einem Zug oder in der U-Bahnstation ausgelöst wurde. Die Londoner Feuerwehr wurde wegen Brandgeruchs gerufen, konnte aber bis 09:30 Uhr keinen Brandherd entdecken. Die Feuerwehr verließ die Station wieder gegen 10:20 Uhr. Dennoch benötigte Transport for London sieben (!) Stunden, um den die Central line ohne Verspätungen fahren zu lassen. Die Bedienung der Linie war für über zwei Stunden eingestellt.

Am Nachmittag fiel der Olympic Javelin zwischen St Pancras und Stratford International teilweise aus.

Gegen Abend kam es an den Stationen Cannon Street und London Bridge zu massiven Verspätungen und Überfüllung. Die Bilder von wartenden Passagieren in den Stationen ab 18 / 19 Uhr sind wirklich beeindruckend. Bitte anschauen!

Ich persönlich habe gestern gerlernt, wie schnell die Stimmung umschlagen kann. In den ersten Tagen waren die Londoner voll des Lobes für Transport for London, gestern hätte man die Verantworlichen am liebsten gelyncht. Ich habe auch das erste Mal Tweets bewusst nicht zitiert, da die Inhalte wirklich unter der Gürtellinie waren. Fand ich persönlich nicht mehr lustig…

Der erste Montag der Olympischen Spiele wurde mit Spannung erwartet. Was passiert, wenn die Besucher der Olympischen Wettbewerber auf den Londoner Pendlerverkehr treffen? Nach der ersten Belastungsprobe kann man ohne Zögern sagen: Nichts.

Straßen, Busse und Bahnen sind so leer wie nie zuvor. Anscheinend bestätigt sich meine Voraussage, dass die Londonerinnen und Londoner aus Angst vor dem Verkehrschaos von zu Hause arbeiten oder ihr Verkehrsverhalten stark anpassen.

Am 31.07.2012 gab es jdoch die erste größere Störung, die erhebliche Auswirkungen auf den morgendlichen Pendlerverkehr und den Verkehr zum Olympiapark hatte. Aber dazu morgen mehr…

Der 30.07. war der erste Tag der Olympischen Spiele mit größeren Herausforderungen für den Londoner Verkehr. Am Wochenende mussten die Öffentlichen Verkehrssysteme und das Londoner Straßennetz nur den Olympischen Verkehr absorbieren, gestern kam der Pendlerverkehr hinzu.

Und auch am ersten Arbeitstag in der Periode der Olympischen Spiele (am Eröffnungsfreitag war der Pendelverkehr schon vorbei) gab es keine größere Schwieirigkeiten. Mit dem britschen Premierminister David Cameron gab es sogar einen prominienten Nutzer des Londoner ÖPNVs.

Die Olympischen Spiele 2012 sind nach einer grandios inszenierten Eröffnungsfeier nun eröffnet. Die jahrelange Planung muss nun der Realität standhalten. 

Anbei eine Übersicht mit aktuellen und interessanten Artikeln aus den vergangenen Wochen. Ich hätte diese Informationen gerne irgendwie verarbeitet, aber leider hat mir die Zeit gefehlt. Daher ist jetzt Selbstbedienung angesagt.

  • To help prepare for the Olympics, we have invested substantially in new transport infrastructure. If you’re one of the many Londoners who commute from the Royal Docks to North Greenwich, why not give the new cable car a go?
  • To give the crowds time to disperse during evening rush hour, go on a pub crawl after work.
  • Wherever possible, avoid public transport altogether. If you’re one of the many Londoners with private helicopters, jet skis, jet packs, teleportation devices or yogic flying abilities, Transport from Londonist encourages you to use them.
  • To  help speed more important people around the place, Transport from Londonist has established the Olympics Route Network of VIP-only lanes. We confidently predict that other drivers will respect these at all times, and will be quite happy to sit meekly in the gridlock with nothing to do but watch foreign dignitaries speed past.
  • Walking is a great way of getting around London – and quicker than you think. Walking from Trafalgar Square to Croydon, for example, can take as little as three and half hours. Great exercise, too!
  • To minimise your stress levels during the Olympics, avoid having children.
  • While we’re here, incidentally, you know that poster showing one happy looking bloke on an empty escalator? Does anyone know where we got that? Certainly doesn’t look like one of our stations.
  • Despite all our preparation, certain areas of London are inevitably going to be busier than usual during the games. To help us keep things running smoothly, and to make your own London life more pleasant and enjoyable, we suggest you avoid the following:

  • King’s Cross
  • Victoria
  • Hyde Park
  • Whitehall
  • Other areas of zone 1
  • The Royal Docks
  • Greenwich
  • Zone 2
  • Gatwick
  • Waterloo
  • Paddington
  • Stansted
  • Wembley
  • Euston
  • Affected areas of zones 3, 4 and 6
  • The Central, Jubilee, Northern and Victoria lines
  • The DLR
  • The buses
  • The roads
  • Moving about
